My driver has a Violation. Will the DOT or FMCSA see this?

The Violation system is an add-on service the works on top of the ELD. Violations and Warnings for Violations are not sent or shown to inspecting or auditing officers.

The violation message is not part of the ELD spec, and so there isn't even a way for it to be shown or sent to an officer.

The only thing presented to the DOT are the raw events that are collected by the ELD, for example, engine power up and shut down messages, and driving and on duty events, etc.
